The addition of 'and held' or 'impounded' may have improved this message
This is not a joke. The proper use of language is key when attempting to maintain the peace. The willful or accidental misuse of language execution is what escalates the situation.
When you represent an entire organization in manner that appears as if it is some kind of bad joke, that entire organization will be perceived as a bad joke.
'peaceful(ly) protest' would also have helped - and 'protest peacefully' would have been even better.
